Attribution and inclusion in the representative system
Two comments on Felipe Rey's The Representative System

In this paper I offer two comments on Felipe Rey’s book El sistema representativo (The representative system). Firstly, I argue that a systemic approach of the sort advocated by Rey elegantly allows us to account for a proposal with increasing academic, social and political relevance: the political representation of future generations and nonhuman animals. At the same time, though, I suggest that if we recognize the possibility of genuinely representing both of these groups, we should then call into question whether representation does necessarily require the possibility of attributing to the represented the actions of their representatives, as Rey holds. Secondly, I attempt to show that the discussion on the boundary problem in democratic theory (in brief, the question about how to distribute political power and influence) can shed light over a question of great importance for the systemic approach: how should the demos of the representative system be constituted?
